Plan Approved! The Comprehensive Plan was recommended for approval by the the Planning Commission on June 19th, and approved by the City Council on June 26th, 2006 on a 9 -0 vote. The approved text is now being published, incorporating the final graphics and layout with the approved text. The approved version of the Plan is on the website. The published version of the Plan will be placed on the website in late July. Implementation - The
City's Portfolio of Implementation Tools PDF Interactive Map Viewer To help Duluth residents use the Comprehensive Plan background information, the Comprehensive Plan team has created an interactive map server (ArcIMS software) on the following website. The website will allow you to see the entire city and to zoom into the map to see a greater level of detail for your choice of areas, as well as allowing you to select the features you wish to see, such as land use, roads, streams, current zoning, etc. Please note that the Interactive Map Server works best with Internet Explorer. Keep in mind the following
limitations in using this website: 1) different amounts of detail are
presented at different spatial scales (the more you zoom into an area,
the more detail you may get); 2) some data (such as land use) are not
kept at the individual parcel level and are intended to be used in a more
broadbrush manner; 3) the maps are not a substitute for official maps
if you are examining regulatory or legal boundaries, such as zoning districts
or public right-of-ways. In order to fully utilize all of its capabilities, we strongly recommend you click the ArcIMS HELP and read the more detailed instructions on the use of the website. This Duluth Comp Plan Interactive Map Server was created and is maintained by the Natural Resources Geographic Information System Laboratory at UMD’s Natural Resources Research Institute.
